On the one hand, she condemns the Saudi-U.S. led coalition as complicit in a genocidal war, but she welcomes India’s Prime Minister Narendra Modi, who has been called the "man with a massacre on his hands" with open arms.
Some background: In 2002, Modi was chief minister of the Indian state of Gujarat when fire broke out in a train full of Hindu pilgrims. This is how The Guardian’s Aditya Chakrabortty describes what followed:

Rep. David Cicilline (D-R.I.) introduced the Assault Weapons Ban bill on Monday. His bill would ban the sale, transfer, possession, production and import of a number of semiautomatic rifles and pistols, semiautomatic shotguns with military features and ammunition-feeding devices that can accept more than 10 rounds.
When the bill was introduced Monday, it listed 164 original co-sponsors, all of whom are Democrats, out of the 194 Democrats in the House. On Wednesday, the day Tamblyn tweeted about Gabbard and the bill, there were 167 sponsors ― with the Hawaii representative’s name still missing from the list.
Gabbard did sign up to co-sponsor the bill on Wednesday, a spokesman for Cicilline’s office told HuffPost. The spokesman did not know what time Gabbard had requested to co-sponsor the bill.
After Tamblyn’s tweet, Gabbard defended her stance on gun control and gun violence later Wednesday.

On the other hand, the algorithm itself has problems. It is based on comparing votes with how "33 hard-core progressives voted". But there's no way to see the specific votes and topics (like "War and Peace") that the ratings are actually based on.

I'll assume in this case you're being honest in suggesting that Obama did not welcome Modi with open arms. But here's an essay he wrote about Modi that goes much further in its praise for Modi than Tulsi ever did:

Thanks again to @sbenois for calling attention to Tulsi's "welcome" to PM Modi so we can see that it's another example where she "exempifies the Democratic Party's values" as former DNC chair Debbie Wasserman Shultz said when Tulsi was unanimously elected vice chair of the DNC.
