The key words are "spills" and "most" (as opposed to "all"). And DAPL's operator has more spills than anyone. They're the worst.

It was rerouted to a location near the Standing Rock Indian Reservation; and, the Tribe’s citizens, cultural, and natural resources must now bear that danger. It appears that the decision to place those risks on the people of the Standing Rock Sioux Tribe was made without meaningful consultation with the Tribe. That decision is inconsistent with your Administration’s policy of tribal consultation under Executive Order 13175 and its endorsement of the United Nations Declaration on the Rights of Indigenous Peoples.
Months of peaceful demonstrations on the part of the water protectors have been met with intimidation tactics and civil rights violations. The youth you and the First Lady visited in Standing Rock in 2014 are on the front lines of this effort.
We were outraged to see attack dogs unleashed on water protectors. And we were disgusted as we watched local law enforcement agencies spray water on unarmed people in sub-freezing weather. These tactics were used to inflict fear, pain, and humiliation on people who were merely exercising their constitutional rights.
We were also disappointed to learn that the U.S. Army Corps of Engineers announced plans to remove peaceful water protectors from their camp near the Standing Rock Reservation. That decision – ironically announced the day after Thanksgiving – does little to advance your commitment to justice, and will only inflame tensions between American citizens and their government. It should be reversed.
America has just completed a contentious presidential election; and, soon, President-elect Donald Trump will be responsible to uphold the sacred trust relationship between the United States and Indian tribes. But, that moral and legal responsibility still rests with your Administration. Let us make wise decisions now, with eight years of experience of working with Tribal Nations in your favor.
Again, we are all grateful for the opportunity to have served in your historic Administration and are proud of your historic accomplishments. Our traditions teach us that great leaders are responsible for the consequences of their actions on the next seven generations. Army will not grant easement for Dakota Access Pipeline crossing

The Department of the Army will not approve an easement that would

allow the proposed Dakota Access Pipeline to cross under Lake Oahe in
North Dakota, the Army's Assistant Secretary for Civil Works announced
today.

Jo-Ellen Darcy said she based her decision on a need to explore
alternate routes for the Dakota Access Pipeline crossing. Her office
had announced on November 14, 2016 that it was delaying the decision on
the easement to allow for discussions with the Standing Rock Sioux
Tribe, whose reservation lies 0.5 miles south of the proposed crossing.
Tribal officials have expressed repeated concerns over the risk that a
pipeline rupture or spill could pose to its water supply and treaty
rights.

"Although we have had continuing discussion and exchanges of new
information with the Standing Rock Sioux and Dakota Access, it's clear
that there's more work to do," Darcy said. "The best way to complete
that work responsibly and expeditiously is to explore alternate routes
for the pipeline crossing."

Darcy said that the consideration of alternative routes would be best
accomplished through an Environmental Impact Statement with full public
input and analysis.

The Dakota Access Pipeline is an approximately 1,172 mile pipeline that
would connect the Bakken and Three Forks oil production areas in North
Dakota to an existing crude oil terminal near Pakota, Illinois. The
pipeline is 30 inches in diameter and is projected to transport
approximately 470,000 barrels of oil per day, with a capacity as high as
570,000 barrels. The current proposed pipeline route would cross Lake
Oahe, an Army Corps of Engineers project on the Missouri River.

This sort of stuff makes it more difficult for future pipelines to be built bc it erodes trust btw private enterprise and government.

Already did..... "Environmental genocide" and such based on bogus science. Accufacts is an Orwellian sounding outfit whose work in no way, shape, or form is authoritative. The Sunoco stuff. How DAPL was "fast-tracked". How the oil companies are in charge and "bought" the permitting process. Pretty much 95% of of anti-DAPL stuff is dubious and represents deeper anti-pipeline arguments which are.... dumb, for the most part.

The only non-dubious stuff is the Indian treaty situation. The Army Corps of Engineers clearly misjudged their ability to work with Native Americans to route the pipeline. The relationship btw US government and Native Americans is very very complicated, obv. This is the only legitimate anti-DAPL issue, imo. The Army should have anticipated this dynamic better and avoided having to change its own decision.

Let me end my contribution to this debate with one last strong point: if you call yourself an environmentalist and you are anti- building modern pipelines, you're doing it wrong. The choices are (a) keep relying on pipes built in 1950's (b) increase reliance on crude by rail/truck (c) build modern pipelines. In the large scheme of things, building modern pipelines = less risk to the environment.

Remember, only ~100mi of DAPL are controversial. The other 1,000mi were built just fine. If your opposition to DAPL had to do with anything other than US government-Native American relations, then you fell for fake news and fake science. Maybe I trivialized the "imperialism" aspect of this situation (apologies to @nan -- u were right to bring up this point). Native Americans have many reasons to distrust the US government, even if some of these reasons are irrational in 2016.

The fact that the Army Corps rejected the first DAPL plan because of risks to Bismarck's water supply is reason enough ("All you need to know") to justify the concerns of the Standing Rock Sioux about the same pipeline passing through Lake Oahe, the tribe's primary water source.

No fake news or fake science there. Just plain facts and common sense.

As to whether the project was "fast-tracked" the Army's call for "an Environmental Impact Statement with full public input and analysis" is recognition that the project process did not meet that requirement. No fake news here.

What you disparage as "the Sunoco stuff" is the fact that the DAPL operator -- with 200 spills since 2010 -- has the worst safety record in the country. No fake news or fake science here.

I'll stipulate to your statement that 100 miles of DAPL are controversial. That's a good reason alone to be wary of the project.

Bismarck Tribune report cites Army memorandum that does not preclude building the pipeline according to current plan. It says it cannot be built under Lake Oahe (Sioux tribe's water source) "based on the current record." Also says original route north of Bismarck needs to be re-examined. There is likely going to be a real fight ahead.
