While you are sorting that out, you may find it expeditious to cut the bottom of the downspout and put a flexible extension on the end of it, -directing the water a suitable distance from the house.
In other words, -abandoning the outside underground drain which may or may not be salvageable.
Probably Python or All County. We used Python (who subs out the piping to someone else I think, not that it mattered to us).
Is the drain attached to a gutter downspout or a sump pump? That may determine who you should call.
