I don't think it's inappropriate. It's actually common sense. In a shooting scenario, when adrenaline is running high, brandishing a weapon isn't safe for ANYONE. It's not as though the "good guys" are in "good guy" uniforms (aside from the police, that is), or wearing a "good guy with a gun" t-shirt. Nobody knows that the person with a gun isn't the violent criminal.
it's kind of amusing in retrospect because no one got hurt, but this happened in Texas a few years ago. A bunch of open carry activists walked up to a fast food joint carrying guns. The panicked workers hid in a freezer and called 911. Then the gun nuts had the balls to complain that cops treated them like criminals. Because somehow the cops are supposed to know that a gang of guys brandishing firearms are a bunch of "good guys" and not armed robbers.
