if you’re going to be driving the car back to jersey to register it, you will have to get a temporary tag from Virginia dmv. Then register it in New Jersey.
The other option is to let them mail you the title signed by the seller, then you fill in the buyer part, and register it in your name. Then go pick it up with your jersey plates. You don’t need a receipt of sale, just put down the price you paid for it on the back of the title with the mileage.
There’s a police officer at the union dmv that could assist you with filling out the registration paperwork.
So, they were going to drive it up here to New Jersey. Assume that means we don't have to do anything in Virginia? And also assume that the only thing that they would have to do with the title is complete the seller part?

Yes and yes.
When my parents (who lived in Texas) gave us a car, we just drove it up here with the Texas plates on and then handled everything in NJ MVC. I don't think we ever had to do anything with Texas.
