Yes, it's normal. I see this in spring and autumn most years - not this year yet, though. Darn! I love to watch them all milling about and calling and cackling.
One of my favorite things about autumn -- although it seems like these flocks appeared earlier this year?
Also, a big flock of starlings is called a murmuration. Google "starling murmuration" for some gorgeous videos, like this one.

Love the flocks of Starlings. During a soccer game the other week, my son called out to me from the field and pointed out a flock swooping overhead. Now we will call them their rightful name of "murmuration".
Quite common. Nothing to worry about. Sit back and enjoy the sight. They won't stay for long.

We have been overrun with a very large, very noisy flocks of black birds for the last 30 minutes or so. They are everywhere. On trees, lawns, the street, the tops of fences, phone lines. I am near Wyoming and SO Avenue.
Like something out of the movies!
