See highlighted phrase "comply with the law". The lie that they're defying the law ("give the town star chamber a primer on the Supremacy Clause") can be disregarded.
we’ll let the Supreme Court decide what does and doesn’t violate the Supremacy Clause as it relates to this matter, not some half assed recital in a poorly written star chamber resolution.

He doesn't seem to get that it's not a "supremacy clause" issue.
When the actions of a state or town are in compliance with applicable Federal law, then the "supremacy clause" is irrelevant.
