I am not an electrician however, I believe that code requires two shut offs between the panel and the boiler, one that sits at the boiler is typically a red faced toggle switch that is marked with "burner on/off". The other "remote" is usually located away from the boiler and allow you to shut off the system without being in the area of the boiler because of the risk of steam/smoke at the panel or switch on the unit.
The photo you posted looks more like that remote emergency shut off, although mine is not fused, it is located at the basement stairs. Finally there is the breaker switch at the panel.
So the likely answer to your question is that you could upgrade the shutoff you took the photo of, but could not remove it from the system.
Thanks - this is at the stairs. For all I know it could still be perfectly functional, but it seems quaint - not something I like to associate with electrical! The main panel has breakers
is it safe to replace these fuses with screw in breakers? perhaps that would do it?
