I usually use no-longer-wearable (torn or stained) T-shirts as cleaning rags. They are a good texture for wiping up spills, applying polishes, and so on. Then I throw the out.
I think unless you are thinking of these T-shirts as cleaning items it isn't something a shelter would want--bad enough to need a shelter without wearing stained hand-me-downs. One can buy new cotton T-shirts in relatively large quantity to donate I think, so stained shirts don't seem appropriate as garments. It's like donating food past its sell date to the Food Bank...well, maybe not quite, but general principle.
