In Season 6 of "The Good Wife" in an episode titled, "Wanna Partner", it focused on Alicia's client being detained in a secret Chicago police precinct. Alicia's client was being held at an off the grid precinct and as his attorney, Alicia was barred from accessing him. Seems like this is true life.

Why do these facilities exist and what's their purpose? Why is it necessary to "hide" people and prevent them from accessing their attorneys? How is this legal?
