If no signs are posted and you stay the proper distances from crosswalks, fire hydrants, driveways, etc, then I believe the only restriction is against overnight parking (2-6am or something like that?)
If there are signs on the downhill side I think it would mean you cannot park on the uphill side because it make it hard for traffic to get through. I used to park on Durand just above Ridgewood sometimes if the after-nine spaces below were filled, always facing downhill. I think there are signs on that particular street but not sure. Some of the Roosevelt Park Streets are narrow and curvy to the extent that even one-side parking can be a nuisance for drivers and residents though.
