I just went to see him! He's sitting on a rock in the pond at the SE corner of the park. He was underneath a tree, so the light wasn't the best, but still stunning. If you work anywhere near there, take an hour and go have a look. Just look for the crowd of birders who will point him out to you and lend you their binoculars so you can get a better look. Well worth it!
My friend went and took photos. In the photo, next to the Mandarin, was a Wood Duck--almost as colorful.
