Is this a case where a reverse mortgage might help?  Do your folks own the house outright?

Reverse mortgages are a rip-off, run and hide from them.

Yes and no. While there are issues with them, there have been improvements in them in recent years and they can be useful for seniors who want to remain where they are but have limited income and few or no assets outside the value of their home.

I'd need to see how they've improved, because our experience was a bad one and we should have been savvy enough to know better.

I look at this situation and wonder where in Maplewood the house is located and who, exactly, forced the issue on the warning. I was in a similar situation - pealing paint and no $$$ to remedy - when an overzealous township committee member forced the issue. Not one of my actual neighbors complained ... The man from enforcement who issued the warning & worked with me after was embarrassed to be there and worked very well toward resolution ... My neighbors heard of this and other harassment flowing from this nag/committeewoman and are very angry with her. In addition to the complaint about the paint was a complaint about my kids' towels hanging on our porch railing. Is this really where we're going as a community???

When I moved in the lattice work underneath my front porch was falling apart, paint peeling, basically a mess.  I removed it and put in vinyl lattice work, no need to paint, won't rot, won't fall apart, etc.  One piece wasn't installed correctly (my bad) and it dropped down by a few inches.  It was still in place, but there was literally a gap of a few inches between the top of the lattice work and the space it was supposed to be attached to. I was given notice that my property was creating a "blight" on the neighborhood.  I should have left the f*cking rotting wood lattice work there instead, since that never seemed to bother the town.
