Somehow I doubt they would "lose" outstanding bills owed to them but I digress.
totally agree. No satisfactory explanation as to why they wouldn't have just sent refunds for credits owed
I've been requesting my refund since January. Sent a copy of the last bill along with a letter back then only to find out months later they "never got it". Since early March, been emailing. Latest is that my refund is on the agenda at the EOWC board meeting tonight. ? I shall email tomorrow. Insane.

Around 2003-2004 I was involved in a situation where EOWC, after asserting a claim of $114,000 against an apartment building and threatening to shut the water off, admitted in Court on an Order To Show Cause less than a week after its threat that it could not produce reading, billing or payment records for the property. The only records that existed were the bills and cancelled checks in the possession of the property owner.

They did the final reading before the switch to the new water company and somewhat recently sent final bills. Mine has a credit. I called to ask about the credit and was told you have to email/mail proof of credit because they are not automatically sending and lost (purged?) all records from SO in March.
