I also knit, but not on commission. Unfortunately most non-knitters don't really understand how much time goes into a handknit garment - not to mention the cost of materials.
I'm asked frequently about selling handknit socks and while I politely decline, inside I laugh hysterically at the likely reaction if I were to quote a price that compensated for a) good sock yarn at $25-30/skein, and b) roughly 20 hours of my time.
For the OP, etsy is probably a good bet. There are crafters whose objective is only covering the cost of materials and you can probably find one there who will produce something like what you're looking for. But be prepared for some sticker shock!
Thanks for the ideas. I'm aware of the costs, as I've bought beautiful knitted scarves in various shops. I also had one made by a woman who is no longer in the area.
I'm interested in buying the wool myself since I'd like to look at the color selection. I just need to know how much to buy for the person who is knitting.
I looked on Etsy and didn't see the colors I wanted. They have some great pieces. I'd like to meet with someone who can show me what they've done, or look at a website. I haven't found one with anything I liked.
A good friend of mine lives in Clifton and knits on commission (as well as selling stuff on etsy). However, she has her knitting needles full of requests until Xmas. If you are willing to wait until January, I can PM you her contact info.
Go to a one of the local knitting stores and ask the owner. There are usually a bunch of people hanging out knitting anytime you walk in. Certainly they would know who to ask since I know they commission items to display in their stores. I like the ones in Westfield and in Chatham. I haven't had fantastic experiences with Knit Knack.

If it's a mindless pattern, I would be able to knit it in the yarn of your choice (+1 on KnitKnack by the way) in exchange for a donation (of the agreed-upon amount you were willing to pay) to Covenant House, the shelter for homeless young people that is dear to my heart. Might be able to get it done by the holidays, again if it doesn't have fancy lacy fussy things going on.
