this looks like a common problem. Try re-installing chrome and see if that fixes it. You might need to reboot after the re-install.
The Windows Updates seem to be a chronic source of problems. I uninstalled a recent one and (one of) my problems went away.

Using Chrome as my primary browser, following the most recent Microsoft Windows10 update, I've lost the ability to access Bookmark Manager, via the ctrl+shift+o keyboard shortcut.
This had happened previously, but, this time I'm unable to recall how I restored the shortcut; and my hunting has yet to yield a solution.
Any help would be appreciated.
