yes, had same issue. Ants climb trees, wires, etc and can end up on the upper floors of your home. All branches touching the house should be cut back. You can use something similar to the below if you can reach branches.

The portion of a tree that is in your neighbor's property is your neighbor's property. He/she can clip those branches to his/her heart's content. It doesn't matter that the tree originates on your property. It's fine to coordinate how the tree serves or disserves your common interests, but this seems like a matter only concerning your neighbor. If cutting the branch would cause the tree to be unbalanced, then you will probably be concerned. Otherwise, not.

About 10 years ago, had some landscaping done around our house. At that time, the guy planted a small pine next to our neighbor's house. Well, the pine is now up past the roof of the neighbor. Today, the neighbor was complaining about ants and thought they might be coming in off the pine tree. Does that make sense? If we wanted to trim back the tree and try to contain it, who do you suggest for estimates? Can't afford much.
