Call Comcast. The worst they can do is ignore you. They can't make your neighbor pay. What's the harm?
Call Comcast and maybe the town. I think there are overhead clearance rules for stuff like this. We had a truck hit some Verizon lines on our street a few years ago and the driver said they were hanging too low. Verizon fixed them immediately.

Comcast has one of their cables going over my driveway which leads to my neighbors house. This isn't such a big deal except I can't have a dump truck dump material (rocks, Mulch, etc) into my driveway because of the cable, which makes any DIY project incredibly difficult. I don't want to be a pain to my neighbors, nor do I want them to have to pay for moving the cable. Does anyone have any experience with this issue? If I call Comcast, will they move the cable?
