You need to call the police. This type of thing is often used as a cover to find houses to break into or to scam people into paying for bad work or more than they agreed to. They would likely need a permit--which I doubt they have, but the PD can check.
Some woman came by our house (Turrell) a few weeks ago with a similar story. I didn't think to call the police. Doesn't seem much different from the winter shovelers (except, you know, people might actually utilize winter shovelers).
@RobB, she rang our bell as well, and said she "did all the cars in the neighborhood." I decided to be the brave outlier to go unwashed

I saw a few men about two days ago when I was out with the dogs. They seem to be going house to house with big red buckets and what looks like window washing poles. Today, when I was out, my boys said that some man came to the house and asked if "your Mom was home" and he had same red bucket I saw. Just now, again out with dogs, I saw a man walking on Grove Road with a bucket. There was also a clean, white van following him not far behind. Are they together? Who knows. Has anyone encountered them?
