Why did FBI Announce Hillary Email Investigation During Election but Not Trump Russian Investigation?

Is there any reasonable justification for this apparent inconsistency by Comey and FBI, since it has been going on since July?

No one ever really mentions that Comey was an investigating attorney for the Whitewater investigation and has had Hillary in his sights for an awfully long time. He thought she was corrupt back in the 90's. But she beat him. Maybe he holds a grudge.

But I'm sure that's just a coincidence.

Historians, I'm sure, will treat Comey very unfavorably for his actions, though his motivations will probably remain a secret.

While it's hard to ever point to a single event or action as pivotal in an election, more and more data is showing that Comey's late campaign actions swung a significant number of votes in an election decided by an amount equal to a rounding error.

So, FU Jim.
