who's eating my tulips?

Could it be a raccoon? squirrels?  It doesn't look like the bushes were touched.  What can I do about it?

Deer eat tulips. I think squirrels probably do too, but in my experience deer are the prime offenders.

Before they started thinning the deer herd in the Reservation, I used Tree Guard spray to protect my tulips and hostas.

Squirrels ate my tulips faster than I could plant them.

The squirrels dig my tulip bulbs up.  And the deer chow down on my lilies.

Rabbits and squirrels wiped out my tulip beds. Now I have lots of daffodils - they don't seem to be as appetizing to the wildlife.

I would assume deer are eating them. I saw one in our mutual back neighbors yard the other week (You know, the property that has that huge space in the middle of the block?) Deer tend to stay away from daffodils unless very hungry.
