Shouldn't the notification be made at the point where there is a request to change the title? Once the title has been changed, it may be very difficult for the legitimate property owner to take action to restore their claim to the property.

I'm not sure that would be possible in all cases. Suppose the property owner is out of town.
But the question is, if the clerk's office makes any attempt at all to notify.
