It’s the public works truck. He’s probably just picking up recycling from the library. That parking lot is tight for trucks.

Maybe. I was there for just under 10 minutes. Truck was there when I arrived. No sign of activity outside near the blue and green recycling cans. It’s not a great photo - I was in a hurry when I left. The 2 key elements were oriented in orthogonal planes, making it tough. To show it was a Village truck, the Stars got cut off by the reflection (though the Stripes are visible). I’m no Ansel Adams.
