How are individual Democrat delegates selected in New Jersey?

Anyone know?  Does DiVencenzo pick them all himself?

Among the specific instructions -

All applicants who submit applications before this month’s deadline will have their information forwarded to the campaign of the presidential candidate that they have pledged their support to. The presidential campaigns will be responsible for selecting which of their candidates seek delegate positions.
