Clear packing tape could work as a short term solution. Or maybe laminate it and secure it to the dash or windshield with said packing tape.

whoever replaced the windshield should have stuck it back on the new one. You can use glue, the inspector at dmv has a powerful scraper that removes everything off the glass. It’s not an issue.
