Who sent the notice? Township or county. I'm unclear who is responsible since Maplewood took responsibility in order to reconfigure the road.
And I hope the new surface won't get torn up by construction vehicles or utility trenching for the new building at PSEG.
Did they ever re-pave Elmwood or Parker? My car was never the same trying to navigate the huge potholes on both streets.

Township. It's a township road.

I love those potholes. They keep traffic down to a respectable 40 miles per hour.
They need to pave my street instead of the patchwork job they've been doing our past four years here, every year.
Someone has to make a request on the town website for patchwork/repaving in order for them to get off their ass.
Nice

I can think of several streets in Maplewood that need repaving much more that Springfield Ave. Is there some reason why Springfield Ave is being done again this soon after the last repaving?
Yes. Not sure why that stretch of road was chosen. The plan is on the township website here. One of the things being done is removal of the textured asphalt median which was a waste in the first place. It may make the vacant lot on the corner of Wellesley Rd and Springfield more accessible for a high-rise to be built or the town has extra money to spend.
Do you have a link to that request location?
