I'm guessing Japanese Beetles, did you see the culprits? They are very handsome but destructive. Here's a link. I know there are sprays but not sure how you feel about pesticides.

My predators are immune to any sprays and democratically eat both the leaves and the flowers.
Japanese beetles are tough. The only thing I ever found that worked was ruthless manual eradication. Keep a small can with some alcohol in it, and regularly go over your bushes and pluck out the bugs and drop them into the can. Sometimes you'll find them deep inside the flowers, get those too.

I don’t see the culprits- looks like something has started to eat a few of the leaves. Usually when we start to notice - all the leaves are gone within a week it seems.

For the past two years - at one point, virtually overnight - all of the leaves on my rose bush appear to have been eaten. I haven't taken any action because at that point it seemed to be too late.
So, at the moment - the bush has all of it's leaves - anything I can use that may help insure that they stay intact?
