Call the building department or, if it's running late at night, file a noise complaint.
I can't imagine an electrical problem outside of not paying their bill that would be solved by running a generator for that long. If it was at the pole or weather head psegwould have taken care of it by now.

Someone in our South Orange neighborhood has been running a portable generator in their backyard for almost two weeks, almost 24/7. They mentioned to a couple of people that they were having "electrical problems", but no one has seen PSE&G or an electrical contractor at their house. Is it okay to do this? Just wondering if there is any recourse..
