I saw the same parrot featured on Craigslist on a Instagram site called My Lost Pet Alert. He's from Mt. Laurel, NJ. Might be the one you have? They have him listed as "Gargamel" missing since 12/25. 1-844-PET-ALERT.
I think a Tuscan mom lost a parrot recently... I'll send her this link...
Not to be obtuse, but if the bird was banded, wouldn't it be easy to find out who it belonged to? I'm not a parrot owner, but I did find a release dove once and located its owner based on the band.

I live beside Clinton and my neighbor lost a bird the other day. Flew towards Clinton School! Thi must be hers. Great news!
My neighbor just found a young parrot in her backyard, in the Clinton School area. She doesn't want me to say what type in case someone tries to falsely claim it. she will make calls to animal control etc. BUT... if you or someone you know has lost a bird, please let me know and I will put you in touch. My friend is an experienced bird owner and is going to do everything she can to take care of it and find a foster in the meantime. She isn't sure of it's condition yet as she just found it, out in the freezing snow. Thanks! please contact me ASAP if you lost a parrot or know someone who did.
