I don't know how close "local" means but Summit has senior housing in town. Bedminster has such housing one block from two shopping centers... all with safe walking. Springfield has units on Main Street, next to Dobbs auto. Maybe call the various towns and ask about waiting lists.
Also check with Mpl or S.O. welfare office for recommendations.
Gaslight in South Orange has quite a few tenants who fit your parents' profile, if they don't mind renting in a non-age-restricted complex. Close to downtown shopping, train and parks, covered parking available if they will be keeping a car, pool onsite (and town pool nearby).
When driving yesterday, I noticed a large adult community ( apartments) that seemed to be under construction ( or expansion) near me. It was probably in Cranford or maybe Garwood
Town homes in northern NJ will probably be out of the price range. Purchase price and taxes will be high
I think they'd start with a rental...not sure though.

My mother lived in the Summit Senior Housing Apartment building for several years before she had to move into assisted living. I remember there was a waiting list at the time she moved in (around the year 2000). I can't recall if there were income limits or not. It was considered subsidized housing, with a sliding scale of rents.
It is located not far from Winberie's, adjacent to the Summit Police Headquarters - very convenient for shopping and near several houses of worship. It has washer/dryers on each floor, was very well maintained, had a small cafe on the lobby floor and a number of activities for the residents. Mom was very happy there. The apartments are not large and I don't think pets were allowed, but that may have changed.
Too bad the post office isn't being replaced by senior housing. Don't tell me it wouldn't have been economically viable.
There are a number of aging in place communities...you move in while fully independent, but as your needs change there are on site services...i don't know of specific locations
I believe one of the aging in place facilities is Fellowship Village in Basking Ridge.
There are the various Kendal communities as well, though not in the immediate area. There is one near Tarrytown. Excellent reputations and I think probably waiting lists, as well being fairly pricey.

One of them is the Village Apartments on Vose AVe in South Orange. It's a rental building. I've been in it. It's not luxury, but it's nice. It's all independent living, but they provide services like a shuttle van and some meals.
I'll second what Susan said - there are a good number of retired people living at the Gaslight Commons. The apartments are very nice, amenities great and it's certainly walkable.
There is senior citizen housing in Maplewood on Irvington Avenue across the street from Ivy Hill.
I think a townhome is multi-level thus not so good for seniors in the long run.
I'm looking for something in or very near MSO, since I would be going back and forth pretty constantly. Gaslight is a good possibility.
