Kitchen Reno: Replacing the cabinets/counters only: Do I need a permit?

I want to get rid of my cabinets and soffits to make way for an updated look.  Counter tops would change too.  BUT, I am not moving any electrical or water or gas- all appliances stay in their places.

Does anyone know if this requires a permit?
