Thing is, it's not the technical implementation of the writing that's most important; it's the content and how it makes the reader feel. It's a very specific area of expertise. A college student is not an expert on admissions essays and how to inspire the applicant to write a great one. Although a college English major would probably make a good copy editor.
In the past I have seen workshops offered at Mwood library. I know you didn’t ask this, but even in this era, I think most/many kids write them by themselves with editing help or review by school resource/counselor.
Agree that a consultant is not a "must." Often it helps to read other essays to get the hang of it. Here are some places to look.

We have been asking around for tutor recos for help my child’s college essay. They’re all insanely priced. Is there a college student (preferably English major) who is reasonably priced that can help? Thanks!
