Yes, bicycles do not have the right of way. They are moving vehicles just like cars and are subject to many of the same laws.
My favorite was the wanker a couple of months ago. It was during one of our now infrequent rains. After sunset visibility was poor and this was exacerbated (big word, compliments, please) by the useless gas lights in S.O.
Anyway this guy comes riding along wearing dark clothing and an also useless light on his handlebar. I missed him by a foot or two...

This morning a few minutes after 7 I pulled up to the 4 way stop on Academy. When it was my turn I started through and then stood on the brakes to avoid the guy in business clothes coming down the hill on his bike at 20 mph who never even slowed down, let alone stop. Right as I started again another guy did the same thing. I respect pedestrians and bikers, but I would have been really pissed if their dead bodies had come through my side window and injured my son.
People who ride bikes must follow the same rules as the rest of us. If you are late for your train drag your *** out of bed 10 minutes earlier.
