Call a plumber. Bowel wobble is not fixed with caulk. A plaster material with a combo of wedges are needed to cure the wobble yet have the flange on a solid even base. After that is done and the bolts secure, then caulk for the finish.
I have seen folks try but set it up so that when someone sat on the unit the stress snapped the flange at the bolt.
I know of only one Handyman that I would trust to do the job, but I retired from the Handyman business years ago.

Agree that the toilet should be rock-solid before the caulk is applied. Caulk is cosmetic, not a fix. Plumbers can caulk, though. Have a plumber do both.
If your bowels are rocking....you'll need more than a plumber.
Honestly, the fix should really involve removing the toilet and resetting the flange or fixing the floor. Apart from that, the wedge trick works (I've done it once), you just need to make sure they're placed evenly so that you don't create stress points on the toilet itself, risking a crack. Use composite or plastic wedges btw.
Agree to a point, if it wobbles it needs to be re set. Plaster is all thats needed, no shims or caulk. Its an old school fix. The bolts just secure the toilet from going front to back , not from an uneven floor side to side. plaster will level it after the bowl is reinstalled and seal it, so no need for caulk.
Be sure when it's re-set that the wax ring sealing the drain hole is in very good condition so it provides a good seal to prevent sewer gasses backing up into the bathroom. Otherwise, agree with everyone else.
Years ago we had a bathroom renovation that involved removing but keeping and re-setting our old toilet. The guys did such a bad job that the wax ring was mangled and part of the toilet never worked again. We ended up replacing it anyway, after months of frustration and interesting smells.

No good, pull and reset it. New wax, bolts, plaster. NO CAULK!
There is also a good chance that there are issues with the flange and or closet bend but you won't know until you pull the toilet off and examine them.
