Can you request Facebook send the two point verification one time code notification to your email address rather than your phone? Then you might be able to update your phone number from there. If not you can always create a new Facebook account and recreate your friends list. I wonder if friending your old account would give you access to your photographs. At least it would keep you in touch with friends who you can't reach otherwise.

I have two-step verification, and if they send me a response such as a request for documentation, after I meet all the requirements, it simply asks me to enter the passcode sent to my old phone that i no longer have access to. If I try to open a new account, it recognizes the phone number or the name and sends a request for verification that I am who I say I am, and send me a code to my old phone for verification. I can't go in to Facebook at all. It is treating me like a criminal. I can get into my page if I go into multiple steps that takes hours to complete, and if I then try to delete the old phone number, so that i can add the new one, it doesn't allow me to delete or change my own phone number once I am inside my own account. It doesn't allow me to enter to an alternate email address either. Their idea of giving an alternate option to a phone number is a WhatsApp or an SMS text.
First they give our personal info to the Chinese and then they block the users to enter their own accounts. These are the new gods. Just crooks to me.

Like Cody, I would love to leave Facebook, but I don't want to loose the photographs and some friends refuse to move into any other form of communication, so I want to get back in. My acct is old, maybe from the 80s when the internet was getting started. But now i can't get in.
I had to change my phone number, because I was getting bait messages every day till I finally bought into one on Facebook and the police told me to do it. I have a new number, and 2-step verification, so no matter what I do I have to send them a passcode that is sent to my old phone number which I no longer have access to.
Does anyone know how to speak to a person at Facebook? I have sent them all sorts of documentaion, but nothing works. Have I fallen for another fraud? have I been hacked? What do you suggest that i do?
