Happened to me last week. Finally got through around 10ish. So, try again later.
I have no authority in this of course, but what I would do in this case is use email.
I would look up the email address for the student's grade-level dean and send an email to him/her and cc the teachers if you have (or can look up) their email addresses. Include the absence info and the fact that the phone line isn't working. (I just tried it myself from both my cell and landline and verified that.)
And, of course, keep your 'sent items' copy of what you send.
The school is bound to know (or figure out shortly) that there is a problem and perhaps will send something out (?)
