One of my credit cards was hacked for over $9,000. I called the credit card company when I got the written statement and advised them of the false charges. I paid only the real charges. The credit card company deducted the false chares from my bill and I got this in writing in my next billing statement. And, of course, my credit card number was cancelled and I got a new card and number.
If you use the hacked credit card for recurring charges, you need to contact each vendor for which you have the recurring charges and give them the new number. This was annoying but necessary. I am not sure if your problem is the same as mine. I am still a little old school and I like to get my bills in the mail so I can carefully review them. I also keep written receipts for a while. Call the vendors back if you are concerned.

How long has it been?
I would start with PayPal. Contact them and say your card was charged but you never received your purchase. Ask to have your money refunded. The whole point of PayPal is that they protect your transaction.
I have a knee-jerk distrust of buying things advertised on Facebook. You don't see the reviews or buyer satisfaction ratings like you do on other platforms. Also, individual sellers can be sketchy or sloppy - playing games with prices or badly packing shipments so they arrive broken.
When I do decide to buy something from an FB ad, I check the company out more carefully than I would on another platform. For example, I was seeing ads on FB for a ramp for dachshunds to get up and down from the couch. I checked to see if the company had a presence on Amazon. They did, and the ramp had thousands of enthusiastic reviews, so I felt confident buying it. It's a great ramp!

When you contact the card company, first thing they will ask is if you tried to resolve the dispute with the merchant. So I would begin there and document what transpired.
