where to buy tulle locally?

Try Fabricland on Route 22 in Plainfield.

Central Fabrics in East Orange. They have a surprisingly huge selection of fabric. Ask when you walk in, because some of their fabric is on shelves under the display tables. They're very helpful. 

Halsey Street Fabrics in Newark. Great prices and selection.

Theses are all great options (and of course garment district in NYC has anything you'd ever need.) But for something straight forward like tulle, fabric.com is a great website. Fast and easy and right to your door. Also Fabric Warehouse in Rahway (and there's one in Belleville I think) has great over-runs and large remnants for cheap. Tulle would probably be one of their staples. I always find great stuff there. 

I'm still mourning the loss of The Rag Shop in West Orange. The best novelty fabrics.

I've seen one at Sears in Livingston...

Terminal Mills End in Union always had it. They recently moved to a smaller location but I think kept all of their fabric business.

They stopped carrying apparel fabric at Terminal Mill Ends.  I was very disappointed to learn this, since I used to go there all the time -- they were so convenient.  Elastic, notions, etc, no longer carried.  They seem to be exclusively focusing on upholstery fabric and supplies now.
