Question re frozen still stands: it's really good when the fresh isn't available, and I've used an organic brand that was affordable. I thought it was a US brand.
I googled frozen rhubarb and it is available in the U.S.. Dole was listed as one maker. I have no idea if the frozen version would be considered seasonal, but checking out some of our local grocery stores may be your best chance.
When I was pie baking I used to get it frozen at ShopRite in Millburn. I haven't baked pies in quite a while. Check and see if they are one of the other local ShopRite's has it.
ETA: should say if they or one of the other ShopRite's has it.

You can tell by her accent.
"Big" King's (in Short Hills?) used to carry frozen rhubarb (but it's been a while since i was in NJ, and I'm not even sure that store is still there)
imo, frozen is pretty much indistinguishable from fresh in anything that's cooked/baked. Not so much for a salsa or other such.

I found out recently that strawberry rhubarb recipes came about because strawberry and rhubarb share the same peak season (April - June). I assume they also are put together so the sweetness offsets the tartness.
