It’s with a heavy heart that we announce the loss of two more members of our community today due to the coronavirus COVID-19. The individuals were 91 and 94 years-old.

The Power of Attorney for Leatrice Knohl, our 94 year-old resident who passed today, provided and approved the sharing of the following:

Leatrice Knohl, daughter of the late Joseph and Frances Knohl, was born in New York City and moved to Linden as a young child and was a resident until moving into an assisted living facility in 2011. She attended Linden schools and then graduated from New Jersey City University with a Bachelor of Science degree and from Rutgers University with a Masters degree in Education. She was employed by the Linden Board of Education as an elementary school teacher and retired after teaching for 39 years.

Leatrice Knohl was a member of the NJ Retired Educators Assn. the NJ Education Assn., the National Education Assn. retired, Union County Education Assn., and the Linden Active Seniors.

Our thoughts and prayers are with all of the families who have lost loved ones in Maplewood and South Orange.

The Maplewood Public Health Division now has a total of 129 coronavirus COVID-19 cases including today's unfortunate loss of life and our three previously reported deaths. Of our previously-reported cases, 24 individuals have fully recovered. However, please continue to stay at home, practice social distancing and wear masks when in public spaces.

The NJ Department of Health has reported 54,588 confirmed cases in the state of New Jersey which includes 6,580 in Essex County.

The Maplewood Public Health Division had 2 more cases today bringing our total to 149 COVID-19 coronavirus cases including today's unfortunate loss of life and our 7 previously reported deaths.  Today’s cases were 35 and 59 years of age. Of our previous cases, 8 more have recovered bringing our total fully recovered cases to 44.

The Maplewood Public Health Division had 5 more cases today bringing our total to 161 COVID-19 coronavirus. Today’s cases ranged from 50 to 95 years of age.

The NJ Department of Health has reported 75,317 confirmed cases in the state of New Jersey which includes 9,084 in Essex County.

Protect your first responders - please be transparent when dialing 911

When you dial 911, please be mindful that this results in a response from our firefighters as they are all trained as EMTs. Our firefighters are professionals and take their responsibility of serving our community seriously. Please be transparent if you are calling due to COVID-19. Our firefighters go to great lengths to wear the proper equipment and follow appropriate protocols when interacting with a potential case. When you are not transparent out of fear that we will not respond and then it’s disclosed after the fact that the call relates to COVID-19, this situation can expose them and their families to the virus along with our broader community. In addition, this can impact the town’s ability to provide our community with essential services. Our firefighters respond to all calls regardless if they are COVID-19-related or not so please be forthcoming about why you are reaching out so that they can prepare accordingly.

April 17, 2020 - An update from Mayor McGehee regarding COVID-19 Coronavirus

We are saddened to announce the loss of another member of our community due to the COVID-19 coronavirus. They were 76 years-old.

The Maplewood Public Health Division had 15 more cases today bringing our total COVID-19 coronavirus cases to 176 including today's tragic loss and our 9 previously reported deaths. Today’s cases range from 31 and 93 years of age. Of our previous cases, 3 more have fully recovered bringing our total fully recovered cases to 52. As of yesterday (4/16), we had a 45% positive test rate. This is based on our 161 confirmed cases out of 361 tests. Again, this is as of yesterday.

The NJ Department of Health has reported 78,467 confirmed cases in the state of New Jersey which includes 9,672 in Essex County.

Emergency Childcare for Essential Workers

The Metropolitan YMCA of the Oranges is now offering licensed emergency childcare for all essential workers at no cost. Families will need to complete required health forms upon registering, depending on their child’s age. The YMCA is taking extra safety precautions to prevent the spread of COVID-19 including temperature checks of children upon entry by a nurse, monitoring children for symptoms of illness throughout the day, and enhanced daily cleaning and disinfection of surfaces. Good Evening,

Our community has had a tough day.

I am saddened to inform you that we have lost 4 more members of our community. A 58-year old, 71-year old, a 74-year old, and a 93-year old. On behalf of our Maplewood Township Committee, please join my colleagues and me in praying for these families at this time. I have spoken with all the families who have been receptive to our outreach and they are all managing the best that they can under the circumstances.

From Saturday through Monday, the Maplewood Public Health Division had a total of 31 more cases bringing our total COVID-19 coronavirus cases to 207 including today's 4 tragic losses and our 10 previously reported deaths. The new cases range from 21 to 69 years of age.

I understand the desire to get back to a business as usual work, live and play environment, but unfortunately, we are not out of the woods yet.

As of today, the NJ Department of Health has reported 88,906 confirmed cases in the state of New Jersey which includes 10,729 in Essex County.

Of Note: our total fully recovered cases are now at 62 and as of yesterday (4/19), we have a 49% positive test rate.

Strongly consider wearing a face mask/facial covering

Strongly consider wearing a face mask/facial covering when you are out in our community including going for walks as a family or riding bikes. Consider providing your caregiver a mask if they are taking your children out for a walk.

Face mask or face covering is important. When you don't have these particular items with you and are presented with a situation where you or your family is unable to practice social distancing, you potentially put yourself, your family and your fellow residents at risk. Our Health Division has stated that people are asymptomatic which means that anyone may be carrying the virus and passing it to others while unaware. When you wear a mask, you are helping and protecting each other. We are all in this together.

Emergency Sewer Repair - Boyden Avenue

Starting tomorrow and through Thursday April 23, 2020, the Township is performing an emergency sewer repair on Boyden Ave between Brown and Harding streets. Boyden Avenue will be closed off within these limits to traffic but detours will be available for all traffic at Brown Street to Jacoby and back to Boyden Avenue. Parking will not be allowed on Brown Street during the construction period. Sidewalks and pedestrian traffic will still be allowed. Residents of Harding will experience additional overflow parking - your patience and cooperation is appreciated. Motorists are encouraged to plan alternate routes.

Good Evening,

Unfortunately, we have lost 2 more members of our community due to the COVID-19 coronavirus. Yesterday A 50-year old male and today a 63-year old female. On behalf of our Maplewood Township Committee, please join my colleagues and me in praying for the families at this time.

Between yesterday and today, the Maplewood Public Health Division had a total of 12 more cases bringing our total COVID-19 coronavirus cases to 219 including the 2 tragic losses mentioned above and our 14 previously reported deaths. The new cases range from 28 to 86 years of age.

We have 72 fully recovered cases and a 49% positive test rate, 219 out of 444 tests.

As of today, the NJ Department of Health has reported 95,865 confirmed cases in the state of New Jersey which includes 11,387 in Essex County.

Our Town Government is working for you

Our Fire Department has been on a total of 100 related COVID-19 calls, they are here for us. Our Engineering & Public Works Department continues to operate and provide maintenance of Township parks and public facilities. They are also performing additional deep cleanings of our buildings. Each of our departments continue to provide services to residents while adhering to CDC guidelines.

In addition, each department is developing operational plans for when public buildings open to ensure the safety of our residents and employees in accordance with state guidelines for reopening the state. Throughout this pandemic, we have been working closely with the county and state.

Stimulus Package

Today, the Senate unanimously passed a bipartisan package to provide $484 billion in additional federal support for small businesses, frontline hospitals and to expand COVID-19 testing.

Small Business Provisions

The legislation provides an additional $310 billion to the Paycheck Protection Program (PPP), up from $349 billion included in the CARES Act to a total of $659 billion. Of this additional $310 billion, $60 billion is set aside for smaller and community-oriented lenders to make PPP loans.

· $30 billion for loans made by smaller lenders with between $10 billion - $50 billion in assets;

· $30 billion for loans made by CDFIs, Small Insured Depository Institutions, and credit unions with assets less than $10 billion

Additionally, the bill provides $50 billion more in Economic Injury Disaster Loans (EIDL) and $10 billion more in EIDL grants.

Health Provisions

The legislation provides $100 billion to shore up our health care system’s fight against COVID-19, including:

  • $75 billion for health care providers for expenses and lost revenues related to COVID-19.
  • $25 billion to expand testing capacity, including money to develop, produce, purchase, and administer testing capacity, including for tests that can determine prior exposure.
    • Of that, $11 billion will go to states, localities, territories, and tribes.
      • $2 billion of that will be distributed by the Public Health Emergency Preparedness Program formula; and
      • $4.25 billion will be distributed based on the relative number of COVID-19 cases.
    • $1 billion to Centers for Disease Control and Prevention (CDC) for surveillance, lab capacity expansion, and workforce;
    • $1.8 billion to NIH to develop rapid testing;
    • $1 billion to BARDA (Biomedical Advanced Research and Development Authority) for COVID-19 tests and supplies;
    • $825 million to Community Health Centers; and
    • $1 billion to cover testing for uninsured.

Seems reasonable to conclude that there are more undiagnosed than diagnosed. 


I have heard of enough people with textbook symptoms who got tested and it came back negative to know that the testing does not appear reliable, and if it were, the number of cases would be even higher. That’s scary.

I am very sad to inform the community that we have lost another two members today due to the COVID-19 coronavirus. A 57-year and a 77-year old. My colleagues and I are praying for all the families.

The Maplewood Public Health Division had a total of 8 more cases bringing our total COVID-19 coronavirus cases to 227 including today's 2 tragic losses and our 16 previously reported deaths. The new cases range from 35 to 98 years of age.

We are still at 72 fully recovered cases and a 48% positive test rate with 227 positive cases and 244 negative cases.

As of today, the NJ Department of Health has reported 99,989 confirmed cases in the state of New Jersey which includes 11,811 in Essex County.

Cover your mouth and nose with a cloth face cover when around others

  • You could spread COVID-19 to others even if you do not feel sick.
  • Everyone should wear a cloth face cover when they have to go out in public, for example to the grocery store or to pick up other necessities.
    • Cloth face coverings should not be placed on young children under age 2, anyone who has trouble breathing, or is unconscious, incapacitated or otherwise unable to remove the mask without assistance.
  • The cloth face cover is meant to protect other people in case you are infected.
  • Do NOT use a facemask meant for a healthcare worker.

Before I share the Maplewood Public Health Division numbers, I wanted to salute a few

MAPSO Heros.

These residents are just a few of the many that are stepping up. I will work to recognize as many people as possible in the coming weeks to highlight the community service side of MAPSO which makes our towns a special place to live.

Under Kate Cahill’s leadership, MEND’s Our Lady of Sorrows Food Pantry served 196 people/families on Saturday including several from Maplewood in South Orange. They performed several home deliveries last week as well. Thank you Kate and special thanks to Committeeman Vic Deluca and Larry Hirsh who were among the great volunteers from our community loading cars.

Thank you Jake Ezzo and the 300 residents who make up the SOMA NJ 3D Printer Alliance Assembly Squad. In addition to fulfilling his role as a beloved music teacher at the South Orange Middle School in a new distance learning environment, Mr. Ezzo has led this team of residents representing our community to create, assemble and deliver 13,000 shields and counting to front line healthcare workers and first responders all over Essex County. Thank you Jake and team!

Governor Murphy Announces "The Road Back"

Governor Murphy presented his "The Road Back" recovery plan which outlined six principles to keep the state on track for re-opening the economy.

1) Following trends of sustained reductions in new COVID-19 cases

2) Expanding testing capacity and speeding up the results

3) Robust contact tracing

4) Ensuring safe places where those diagnosed can isolate
5)Responsibly restarting the economy once the initial four public health principles are accomplished

6) Ensuring the state's resiliency long-term.

2nd Quarter Property Taxes

Trenton considered tax collection in their pandemic response, discussing extending due dates and/or grace periods but to date no action has been taken.

N.J.S.A. 54:4-66 mandates that quarterly property tax installments are due on Feb. 1st, May 1st, Aug. 1st, and Nov. 1st. The Statute further restricts the grace period to a maximum of 10 calendar days.

N.J.S.A. 54:4-67 establishes interest rates on delinquent taxes at an 8% annual rate for balances under $1,500 and an annual rate of 18% for balances over $1,500

The Township Committee, recognizing the hardship many of our taxpayers are facing, has changed the tax collection policy to accept partial payments as a means of reducing the amount of interest that would accrue on any outstanding balances.

The Township Committee has also temporarily suspended the $1.05 fee associated with an online payment using an eCheck. Note: the third party vendor will still charge the $1.05 to complete the transaction but the township will then credit the $1.05 to your 3rd quarter taxes, essentially making the online payment free. One group that I want to recognize is FLAG (Front Line Appreciation Group) of South Orange and Maplewood, a grassroot community group dedicated to collaborating with our local MAPSO restaurants to feed front line healthcare workers at area hospitals in Newark and East Orange during the coronavirus pandemic.

Each week, FLAG sends roughly 1300 meals to Newark Beth Israel, University Hospital, St. Michael's, East Orange General, and the VA. Update: 2nd Quarter Property Taxes

Yesterday Governor Murphy signed Executive Order No. 130 which allows any governing body of a municipality to adopt a resolution instituting a grace period concluding on a date no later than June 1, 2020 for the payment of second-quarter property taxes. The Township is looking to adopt a resolution extending the grace period to June 1 during our May 5th Township Committee Meeting. Given that taxes are due this Friday, I am posting this announcement prior to May 1st for transparency.

Maplewood Parks and Recreation

The governor issued Executive Order 133 regarding state and county parks. However, Maplewood municipal parks have been open throughout the closures for passive and no-contact recreation, such as walking or jogging or exercise by yourself or with your family. Playgrounds, tennis courts, paddle ball courts, and basketball courts will remain closed. No organized or contact sports or activities will be allowed and social distancing of 6 feet should be maintained. Please think about safety and consideration of others and make good choices. If you find an area of our parks too crowded and you cannot keep a solid 6ft distance, come back when it is less crowded and wear a mask.

May 8, 2020 - An update from Mayor McGehee regarding COVID-19 Coronavirus

Good Morning,

On the evening of Thursday March 12th, over eight weeks ago, we declared a state of emergency in the Township of Maplewood - a lot has happened since then.

Our children walked the halls of their schools for the last time on March 13th. Our jitney service was discontinued and is still suspended to this day. For some of us, our homes became our offices and schools. Restaurants changed their operations to take out or delivery only. Our playgrounds, basketball courts, tennis courts and paddle ball courts were all closed. Our annual garden sale happened online and numerous annual events were canceled or postponed indefinitely. There have been daily updates at the local and state level and many have been sick regardless of testing validation. We know that our positive case numbers do not reflect the actual number of residents who have been impacted and several have unfortunately lost their battles.

While our community has certainly been challenged, this pandemic has also brought out the best in our community. So many individuals from all walks of life have stepped up to provide food, services, financial contributions, face masks, shields, time, music and entertainment, and prayers with the shared goal of making a positive impact. I want to thank the public for following the direction and the guidance of our Health Division. As a result we have seen a reduction in cases in our community.

I also want to thank our Maplewood Township first responders - our Health Division, our Police Department, our Department of Public Works, our Fire Department, and town staff for being the essential workers that we needed, for not calling out sick and for keeping our town running. Thank you.

However, we are not out of the woods yet by any stretch. This week our community lost three more members. They were 93, 66 and 45 years of age. Please keep the family and all the families in your prayers.

As we enter the next phase of this pandemic which is moving away from the mitigation stage to reopening our community, we need to continue to work together and be thoughtful in this process. Governor Murphy said we are guided by public health not by emotion and I agree.

The Township’s Office of Emergency Management team has been meeting with the focus on our reopening plans for our community. In the coming weeks, we will provide announcements regarding our parks, recreational programs, our business districts and summer events. Please stay tuned.

Our Public Health Division wants everyone to know that when you are out in a public space from sitting on a bench to waiting for a food order, continue to stand six feet (two arm widths) apart from non-family members and people who do not live in your household. And wear a face mask when it is difficult to maintain a six foot distance from others.

We are healthier together by staying apart.

Please note: a previously reported death last week of a 65 year old was deemed not a Maplewood resident by the county and was removed from our list initially reducing our count to 20.

PROBABLE CASES: 4, ages 50 to 59

Probable cases is a new classification that the state of New Jersey is using for people that show symptoms related to COVID19 and are linked or have had close contact to a confirmed case but have not received a confirmed lab result. We believe that we will see a lot more probable cases as state restrictions are lifted.

Positive test rate: 36% (-2%)

NJ Statewide confirmed cases: 135,454

Essex County confirmed cases: 15,256 (3rd highest county in NJ)

Dear Community,

Before I share the Maplewood Public Health Division numbers, I wanted to continue our salute of MAPSO Heros.

Jean Ng-Gilio, Tina Kelley, Maria Sensenich, Alba A La Mode are the leaders of SOMA Sewing Volunteers, a group of 500 members dedicated to making and donating masks to healthcare professionals, first responders or anyone in need of a mask. This week SOMA Sewing Volunteers donated 100 masks to our Department of Public Works and Police department. Thank you Thank you Thank you!

The Township’s Office of Emergency Management team met twice last week to discuss our reopening plans for our Library, community pool, and summer recreational programs. In addition a subcommittee met with several Small business owners and property owners from our business districts. TESTING

Essex County Testing

Starting this Thursday May 21st, a mobile testing unit will rotate through all 22 municipalities on Tuesdays and Thursdays. This Thursday the unit will be at The Essex County Golf Driving Range in Roseland. The mobile unit is open to all Essex County residents by appointment which can be made at EssexCovid.org.

Testing will also continue at Weequahic Park for all Essex county residents. Test times are from 9 am to 12 noon and Residents must arrive by car. You can register at www.essexcovid.org

Also, The township is exploring partnering with a private provider to provide testing and antibody testing which would be open to all residents. The plan is to have a mobile van that is in a location or rotating locations in town that are accessible via walking as we recognize that there are several residents who do not have a car or mode of transportation.

At 7:45 pm tonight MAPSO residents are invited to step out onto their stoops, porches or balconies to join friends and neighbors in a moment of community solidarity in recognition of the impact that COVID-19 has had on our two towns, the loss of loved ones, the disproportionate effects on communities of color, the economic impact on households and businesses, and to salute first responders and essential workers.

Unemployment Benefits

Several residents have expressed issues with the State’s Dept. of Labor (DOL) Unemployment Benefits application. The DOL released a guide to follow when certifying for their weekly benefits to ensure receive your payments in a timely manner without issues. Additionally, DOL has stated that this Monday (May 18th) is the projected start date for individuals who have exhausted benefits to receive 13 weeks of extended benefits.

Non-Essential Construction

Non-essential construction projects can resume effective at 6:00 a.m. tomorrow. All construction projects must abide by the social distancing, safety, and sanitization requirements that are described in detail in the Governor’s Executive Order.

Curbside Pickup at Non-Essential Retail Businesses

Non-essential retail businesses are allowed to do curbside pickup of goods, beginning at 6:00 a.m. tomorrow but businesses must continue to have their in-store operations closed to customers. Businesses who choose to offer curbside pickup must abide by the requirements in the Governor’s Executive Order.

Dear Community,

The Township Committee met this past Tuesday and announced several reopening plans related to our tennis courts, Library, our Business Districts, July 4th, our community pool,and our summer recreational programs. In addition, tonight we are announcing a Declaration of Local Emergency regarding facial coverings in relation to our parks effective 8:00am Friday, May 22, until further notice.

Before I provide an overview of these reopening plans, it saddens me to share that our community has lost another member. She was 59. Please keep the family and the 23 other families who have lost loved ones due to the coronavirus (COVID-19) in your prayers.

DECLARATION OF LOCAL EMERGENCY

FACIAL COVERINGS REQUIRED IN MAPLEWOOD PARKS

WHEREAS, The Governor’s Executive Order 143, states that all employees and visitors are strongly encouraged to wear face coverings when present on the public and private beaches, lakes, and lakeshores in any settings where other social distancing measures are difficult to maintain, except where doing so would inhibit that individual’s health or where the individual is under two years of age; snd

WHEREAS, While the state has only strongly encouraged face coverings in public spaces, counties and municipalities may require face coverings; and

WHEREAS, The Governor’s Executive Order 147 states that employees, visitors, members, and other individuals should wear face coverings in any setting at outdoor recreational businesses or activities permitted to reopen where other social distancing measures are difficult to maintain, except where doing so would inhibit that individual’s health, or where the individual is under two years of age; and

WHEREAS, The Centers for Disease Control and Prevention (CDC) has stated from recent studies that a significant portion of individuals with coronavirus lack symptoms (“asymptomatic”) and that even those who eventually develop symptoms (“pre-symptomatic”) can transmit the virus to others before showing symptoms. The virus can spread between people interacting in close proximity— including speaking —even if those people are not exhibiting symptoms; and

WHEREAS, In light of this new evidence, CDC recommends wearing cloth face coverings in public settings where other social distancing measures are difficult to maintain especially in areas of significant community-based transmission; and

WHEREAS, for the safety of others, it is advised that individuals should carry a face mask or face covering with them at all times, when they go out in public.

NOW THEREFORE, pursuit to the powers in Chapter 251 of the Laws of 1942 as amended and supplemented, N.J.S.A. App. A-930 etc. Seq.: N.J.S.A. 40-48-1(6) and ordinances enacted pursuit thereto; N.J.S.A. 2C:33-1 etc. Seq.; -- whichever law or laws apply, and by ordinances adopted by the Maplewood Township Committee:

REOPENING PLANS

No July 4th fireworks in 2020

“Because public safety is our number one priority, we are cancelling this year’s 4th of July celebration.

Tennis Courts

Based on the Governor’s Executive Order No. 147, we are re-opening our public tennis courts tomorrow, May 22 at 6:00 a.m. with rules to ensure public safety and social distancing. Since the governor opened up clubs, we wanted to ensure equality across our town.

Rules

Only singles tennis will be allowed; no doubles.

Courts will open at 8 a.m. and close at 8 p.m., with a one-hour match time limit.

Players will stay on their same side

Use your own equipment

Do not congregate on or near the courts.

Face coverings are recommended prior to and after play (but not during).

Avoid the net game if possible while playing.

Please bring sanitary and disinfectant products

The Community Pool and Summer Camp Activities

We are working to have a truncated pool season starting in early July but our summer swim team and diving team will be cancelled. If we are allowed to open, all pools will be accessible and we will leverage a phased capacity approach coupled with a daily time slot program. Sign ups will occur primarily online with an offline component available if needed. We are monitoring the Governor's office and will follow his directive.

We will have a limited season and smaller version (a maximum of 50 children per week) of Kids camp, art camp and tennis camp with a lot of outside activities. Campers will be broken into small groups of 10, no field trips and no pool time. We have created a robust communication program for parents/guardian and a lot of training for our staff

Business Districts

On Tuesday night, the Township passed 15 resolutions to support our small businesses. Please see the summary list below:

Expanded Outdoor Dining (outdoor cafe) for food establishments

Sidewalk sales and services for retail establishments

Establish 15 minute curbside parking zones

Signage to indicate that a business is open

Street Closures to accommodate more pedestrian space for dining & retail

Parklets - taking parking spaces immediately in front of retail establishments for dining.

ABC (Alcohol) rules related to BYOB and patio dining

The Library

This Library is also exploring a phased approach to reopen our facilities and reintroduce the public to our physical spaces, materials, and building-bound services with new health and safety protocols in place. Each phase includes proposed timelines; restrictions and extensions on services, hours, and places. More to come.

TESTING

Testing will also continue at Weequahic Park for all Essex county residents. Test times are from 9 am to 12 noon and Residents must arrive by car. You can register at www.essexcovid.org

Also, the township is continuing our conversations with a private company to provide testing and antibody testing open to all residents. Again, the plan is to have a mobile van in a location or rotating locations in town that are accessible via driving or walking. Please stay tuned.

Online Grocery Shopping for SNAP Recipients

The Supplemental Nutrition Assistance Program (SNAP) participants will be able to use their benefits to order groceries online starting next week on May 28th. South Mountain Y Duck Race 2020

The South Mountain YMCA’s Annual Duck Race is going virtual this Monday at 11 a.m. on Memorial Day via South Mountain Y Facebook, Metro You Tube or South Mountain’s Instagram to cheer, waddle at home, and celebrate this race. This year 25 percent of duck proceeds will go toward supporting local businesses in Maplewood and South Orange that have supported the Duck Race with sponsorships and race prizes for over 20 years. May 30, 2020 - An update from Mayor McGehee

Dear Community,

On Wednesday, we lost our former Mayor, colleague and friend Gerard W. (Jerry) Ryan.

Jerry served on the Maplewood Township Committee from 1992 to 2003 and again from 2009 to 2015. He was our 11th and youngest Mayor serving from 1998 to 2000.

Township Committeeperson and former Mayor Victor De Luca said it best.

“At 59 years of age, Jerry left us too early. Let us recognize all that he did while he was with us and offer our deepest thanks and appreciation to Gerard W. Ryan. May he Rest In Peace.”

Our prayers are with his wife Deborah Ryan and the entire Ryan family during this time.

The Essex County Free Mobile Test site is coming to Maplewood on June 4th.

The location site and date will be formally added at 2 PM to the www.essexcovid.org website for residents to enroll. GOVERNMENT

DCA Short-Term Rental Assistance Program

A Short-Term Rental Assistance Program to serve very low income and homeless or at risk of homelessness with up to 12 months of rental assistance will launch on June 15.

Households will be selected by the DCA through the Coordinated Entry process in each county’s Homeless Management Information System.

Additional funding will be administered by an online lottery. When the lottery is opened, households may submit applications. Applicants selected through the lottery will be eligible to receive up to six months of short-term rental assistance.

Households may qualify for the lottery based on the following standards:

DCA will provide the centralized application intake, eligibility review, and payment directly to participants’ landlords.

New Jersey launches a contact tracing program

The tracing program which is a full time commitment has launched. People will be scheduled 7 days a week between 8am-8pm, but not to exceed 35 hours per week. Food Distribution

The next Essex County Emergency Food Distribution Event Will be on Thursday, June 4th at Essex County Codey Arena At 10 AM at 560 Northfield Ave. in West Orange. 1,000 boxes of food that will be distributed. Please come rain or shine.

The tragic murder of George Floyd and the injustices against all black Americans is unacceptable.

The Maplewood Township Committee along with the South Orange Board of Trustees stand, march, pray and kneel in solidarity with our Maplewood and South Orange community who are demonstrating, marching, and protesting for justice and equality for black men, black women, black Americans, and people of color.

GOVERNMENT

Following the Governor's directive, the Township is moving forward with Stage Two of the reopening plan which will include outdoor dining for restaurants as of June 15th. The directive outlines capacity limits to ensure that all patrons can remain six feet apart in all directions from all other patrons at all times, except for those who are sharing a table. It prohibits entering the indoor premises except to use the restroom or to seek take-out (place an order and/or pick up food) and requires patrons to wear a face covering while inside the indoor premises unless the patron has a medical reason for not doing so or is a child under two years of age. All businesses are also to follow state and federal safeguarding guidelines:

  • Wash hands
  • Wear masks in public
  • Respect social distancing
  • Minimize gatherings
  • Disinfect workplace and businesses

We have passed resolutions to accommodate Stage Two and are working with our special improvement district managers and restaurant owners on options to create or expand their outdoor footprint including but not limited to sidewalks and parklets.

All previous services - recycling, electronics drop-off, mulch & woodchips and clothing drop-off - have been reinstated and social distancing markings have been painted on the recycling deck to keep a social distance when disposing your recyclables. BLACK LIVES MATTER! CATCH OUR AWARENESS TO ACTION FORUM

The forum dived into the topics of Law Enforcement Accountability, Mass Incarceration in America/Restorative Justice and what is like to be black in Maplewood. Looking to get involved as we move to action, please email mapsocommunityalliance@gmail.com

And while we are on the subject of action, a future form by our Community Board on Police will provide training on what steps you should take before calling 911. In 2018, in Maplewood over 300 calls were made to 911 which were not about police matters, many of them were calls about “suspicious” Black youth from our community. When someone makes this call, our department is required to respond which can result in an unnecessary confrontation as the Black youth does NOT understand what he has done and why they are being stopped or approached by the police. By not making the “suspicious” call, not only can we help save cost and time - more importantly our community can do its part to avoid the perpetuation of harmful negative stereotypes and racial profiling which only traumatize and humiliate our Black children even further.

Good evening,

A Note from our Health Officer Candice Davenport. As the number of cases, hospitalizations and deaths from COVID-19 in our area and our state have been decreasing, several things have begun to open up. These openings are under the public health purview for monitoring, inspection and working with other agencies to ensure compliance with the Governor’s Executive Orders and Directives for re-opening safely. Childcare centers, pools, camps, playgrounds, and local businesses and outdoor dining have resumed opening as well as an increase in indoor and outdoor gatherings. 

What is most important to remember is that while the number of COVID cases has declined greatly we are not out of the woods yet. We are still having confirmed cases and as we begin to open up we must be vigilant to wear face masks, stay six feet from others and maintain social distancing, wash your hands often and regularly and avoid crowded places. We must be cautious while we enjoy being outdoors and social again. If we do not, we will put ourselves, others, the local healthcare system and local businesses in jeopardy as cases will rise.

PRIMARY ELECTION INFORMATION AND GUIDELINES

This is a vote-by-mail Election. Vote-by-mail ballots must be postmarked on or before July 7, 2020 and received by 8:00 P.M. on July 14, 2020 If not mailed in time, vote-by-mail ballots may be dropped off at any one of the following locations in Essex County:

  • East Orange Town Hall
  • Newark City Hall
  • Montclair Town Hall
  • West Caldwell Municipal Building
  • South Mountain Recreation Park & Ride

Vote-by-mail ballots may not be returned to polling locations or Maplewood’s Municipal Building /Town Hall. Each municipality is required to provide limited polling sites where voters will be able to vote in person by provisional ballot only – no machines, except disabled voters have access to an ADA accessible voting machine at each location.

COVID-19

Social Distancing Ambassador program

The Maplewood social distancing ambassador program launched this weekend. You will see our ambassadors, teenagers and adults, in our parks, business districts, and throughout the community in key outdoor areas. They will carry supplies, educational materials, and assist everyone with understanding the importance of social distancing and wearing facial coverings. Please give them an “air high 5” and a thank you when you see them!

Facial Coverings

A few have raised the concern about some township employees and facial coverings. The township has enhanced its efforts across all departments to align with the directive from the governor.

The township recognizes that we are all in this together - employees, residents, and visitors alike. Having a facial covering on your possession at all times and wearing it when proper social distancing is not possible prevents us from returning to normal. .

County Covid-19 Report

The Essex county Health division released a report regarding COVID-19 with data through July 22nd. Here is the summary and key takeaways:

As of 7/22, 19,231 residents have confirmed COVID-19 by laboratory test. One-third of the cases remain among those aged 30 to 49 (33.6%) and individuals 18 to 29 comprise 11.3% of cases up from 10.8% in the last statistical summary. Children under 18 comprise 2.1% of cases (n=395). 52% of confirmed cases are female.

A total of 1,831 deaths have been reported among individuals that tested positive for COVID-19. The majority of deaths continue to be among individuals 65 or over (71.5%) and 55% of decedents were male. The number of deaths per day has declined steadily since the peak in mid-April. The average number of cases per day has declined dramatically from over 400/day for the month of April to less than 40/day in July to date.

Testing

Essex County Testing continues at Weequahic Park for all Essex county residents. Residents must arrive by car. You can register at www.essexcovid.org

CENSUS

Response rate update

Two weeks from tomorrow - August 11th, the US Census will be knocking on every household in Maplewood that has not completed the census.

Here are the latest response rate statistics:

National: 62.4%.

New Jersey: 64.3%

Essex County: 56.9%

Maplewood overall response rate: 74%

South Orange overall response rate: 75.1%

Maplewood’s 6 Individual Tracts:

Tract 194 - Wyoming Ridgewood area - 85.3%, 1.2% below the final 2010 number. Let’s go!

Tract 199 - Golf Island, areas around Ridgewood Road and Wyoming close to Millburn - 81.5%, 1.5% below the final 2010 number. Almost there!

Tract 195 - East of Valley St., areas around Prospect including a significant portion of Midland Blvd. area - 88.7%. Exceeded 2010 by 3.7% Bravo!

Tract 198 - College Hill Area - 83.6%. Exceeded 2010 by .4% well done- keep it going!

Tract 197 - Hilton Neighborhood and south/east of Springfield Ave - 62.6%. The final 2010 response rate was 69.3% (-6.7%). Let’s get into it!

Tract 196 - areas around Elmwood and Parker Ave. and Borden Park area - 66%. The final 2010 response rate 74.5 (-8.5%). We can do this! Go time!

Census Parade August 1st.

Saturday, August 1 the Township of Maplewood will participate in the Essex County Census parade. The parade will include Irvington Avenue, Parker Avenue, Boyden Avenue and Springfield Avenue. Maplewood will then break off from the county parade and continue its own parade on Jacoby Street, Boyden Avenue again, Hughes Street, Schaefer Road, Newark Way, Tuscan Road, Burnett Avenue ending at DeHart Park. Additional details to come. Please come out and enjoy the festivities as we promote the importance of being counted in the US census.

COMMUNITY

Emergency Food Distribution Event

This Thursday, July 30, 2020 9 a.m. at Essex County Independence Park on Van Buren Street(Located between Oliver Street and Walnut Street), there will be a food distribution event RAIN or SHINE. Note: This week’s Food Distribution Site is a WALK UP only. Residents should enter the park via the entrance on Van Buren Street across the street from East Side High School. Residents ARE REQUIRED to wear face coverings and practice social distancing. The 1,000 boxes will be distributed on a first-come, first-served basis. People may start to arrive starting 8 AM.

Auxiliary police program

Over the last couple of weeks there have been several conversations/meetings including at the Public Safety Committee meeting and the Township committee meeting regarding the current status and future direction of the auxiliary program. Several residents have raised concerns regarding the volunteer force bearing firearms.

As a result, the force has been placed on an inactive status for the next 90 days while we make a full assessment of the program and our police force holistically. Over the next 90 days the assessment will lead to a final recommendation from the township committee.

Fireworks

Again please be RESPECTFUL of your neighbors including your elected officials and many town employees who are also residents and do not shoot off loud fireworks, especially late at night. It is NOT OK to shoot off loud fireworks or to be disrespectful or belligerent to your neighbors when making this request. The loud sounds are not pleasing for babies, children, many adults, and dogs. It is disturbing and impacts everyone’s quality of life.

I was about to complain about the number of people not wearing masks, teens and young people especially but also adults.

Please find below some important information in regards to our community, including an COVID-19 update with new stats.

Working to address our US Post Office Mail issue with U.S. Congressman Payne

I am concerned about the lack of delivery of our mail to numerous residents in our community, and I have had conversations with Congressman Payne’s Office regarding this issue very recently. The Congressman provided this response to our concerns.

“The delays in mail delivery that are occurring in Maplewood, other cities in our district, and across the country are unacceptable,” said Congressman Donald M. Payne, Jr. “I have contacted local and national postal officials to see what can be done to improve service during this global pandemic. Also, I am working to get the Postal Service all the resources necessary to improve service and protect mail-in ballots during the 2020 election. We need to do something immediately because this is a national crisis that could affect our trust in the Post Office and our elections.”

Last week our township experienced significant issues due to tropical storm Isaias.

It impacted many in our community. We had over 90 incidents of trees, tree limbs, and/or power lines down or impacted by the storm. The restoration of power and the cleanup process has been extremely robust to say the least.

Please note that I plan to have a post-mortem conversation with PSE&G regarding the overall responsiveness to the storm. That said, I want to personally and publicly acknowledge the amazing work of the Department of Public Works, our town engineer, Police Department, and Fire Department for keeping us safe and the community operational under the circumstances. THANK YOU!!!

NJDOH COVID-19 Public Health Recommendations for K-12 Schools

NJDOH will implement a statewide approach for school reopening with a regional/local focus. The reopening of schools requires a broad community commitment to reduce the risk of exposure to the virus that causes COVID-19. Such commitment involves social distancing, wearing face coverings, cleaning and disinfection, and meticulous hygiene practices such as frequent handwashing. Some amount of community mitigation will also be necessary until a vaccine or therapeutic drug becomes widely available.

Understanding that COVID-19 may impact certain areas of the state differently, NJDOH will be providing information on COVID-19 transmission at the regional level, characterizing risk as low (green), moderate (yellow), high (orange), and very high (red).

This information will be posted online every week on the NJDOH CDS COVID-19 website and sent out via New Jersey Local Information Network and Communications System (NJLINCS) to public health and healthcare partners.

Testing

The Township of Maplewood continues to work diligently to provide testing opportunities for our residents; as a result, please be advised that, in collaboration with Essex County, we have secured another mobile testing site opportunity in Maplewood at the pool parking lot on August 27 between the hours of 4-6pm.

Renters/Small Landlords:

Last week, the Governor’s Office announced the creation of the Small Landlord Emergency Grant Program to reimburse small property owners for COVID-19 related losses in rent revenue between April and July 2020. To receive funds, landlords must forgive back rent and late fees accumulated by tenants. Applications will open NEXT WEDNESDAY, AUGUST 19th at 9:00 AM and close on WEDNESDAY, AUGUST 26th at 1:00 PM. Park Improvement Projects

We have been awarded $150K in grants from the Essex County Recreation and Open Space Trust which will be used to repair the Civic House Bridge in Memorial Park.

Each of the 22 municipalities in Essex County were eligible to receive a $150,000 grant to help fund a local parks improvement project.

Approved by voters in 1998, money from the Essex County Recreation and Open Space Trust Fund can be used to maintain recreation facilities, acquire open space, preserve historic sites or support projects that enhance water quality or flow. The Trust Fund receives its funding from a dedicated tax that is collected quarterly from property owners.

US CENSUS UPDATE

This week, statewide efforts by the Census Bureau to count every household accelerated with Census Takers taking it to the streets. If you have not completed your census, someone will be at your door! As always, go to 2020CENSUS.GOV to complete your Census.
