Can she use the 711 service on a mobile phone or modern phone set-up? It might be easier for her.
Could be worth checking out, instead of having to purchase the older type of phone set.
To be clearer, what happens with this kind of service is that the hearing person speaks to a switchboard user, who types your part of the conversation to the Deaf/hearing impaired person. The receiver reads the message, types back and the switchboard user reads back the reply, etc.
These days, it’s largely replaced by large-display digital screens for text, or video calls for lip-readers and signers. However I believer 711 is still available.
That’s how TTY works.
this below is what we have in Australia, but you have something different in the US, using the 711 service.
Can she reliably use a computer and communicate via email? Might be a workable short term solution while researching TTY options.

My elderly mother, despite hearing aids, cannot reliably use a telephone. Does anyone have experience with obtaining/installing a TTY enabled home phone?
Any & all advice welcomed!
