Governor Abbot vows to eliminate all rapists

Let's face it - no one thought of it before.  I'm sure border crossings will be blamed for 99% of the offences.  Would love to sit in on the strategy meetings for this.

 I'm just wondering why no one has ever thought of this before.  The answer was right in front of us all along.
