Seeking help with webcam for live streaming

I want to set up an outdoor live streaming web cam at a construction site for about a year. After many hours of research, I'm still confused. Hoping someone here can make some recommendations.

The main goal is to allow folks to go online and watch construction progress. Don't need to record, although the ability to take a few snapshots a day would be nice so we can compile a time-lapse video.

This is not for security, so don't need motion detection, night-time visibility, audio, or NASA-level resolution. 

An electrical outlet is accessible. 

There is high-speed internet at the site. 

It needs to be outside, but we could probably fashion some kind of enclosure to partially protect it.
