Refi + HELOC at the same time?

I was thinking of doing a cash-out refi to get some home improvement money, but now I'm wondering if I can do a refi and get a HELOC at the same time so I'm not paying interest on money I'm not using. Will lenders do that?

TD Bank did not let us to do both at the same time.  We had to refi and then open the HELOC.

Um - That's what HELOC is.

We refinanced several years ago and got a HELOC at the same time.  The HELOC will depend on how much equity you have in your home.
