You do not need a licensed electrician to swap out fixtures.  That is DIY/Handyman jobs.

Yeah, that's what I was thinking, though the OP did mention they had other work to do also. But unless you're adding new outlets or new circuits, a handyman can do most of that work.

I do believe I need a licensed electrician. In addition to swapping out the chandelier the homeowner's work order includes but is not limited to (1) adding a brand new baseboard electrical outlet, (2) replacing 2 porcelain lamp holders nailed to joists in unfinished basement with separate wall mounted electrical boxes w/ switches, and (3) adding a brand new bedroom wall switch connected to an existing wall outlet. Thank you.

 Yup! You need an electrician!

Toth Electric.  Very professional.  Excellent work.

add a new outlet/switch would legally require a licensed electrician as far as I know.  a homeowner is allowed to to their own electrical work (getting all the permits), but you can't hire someone who is not licensed.

of course you can risk it and try to get around it by hiring a handyman, but lying and say you did it yourself...and just hope the house doesn't burn down
