Trump just admitted that he repealed Obamacare by removing the mandate in the tax bill.

People can still sign up for it. Its just they're no longer motivated to sign up by IRS enforced financial penalties. 

The Affordable Care Act, so-called Obama care is in full force and effect. They have eliminated the mandatory provision. Since they have no eliminated the requirement that Insurers cannot reuse coverage for preexisting conditions it means that someone can wait until he gets sick to buy insurance.
