I gave my grandson an Apple 5S after my wife got a new phone. AT&T had no problem activating a phone line with no data plan. I had it done at the ATT store on Rt 22.
On an iphone, you can switch off cellular data.
Preferences->Cellular->Cellular Data
I don't know about Android, but I'd be surprised if it's not possible.
I think you can buy a prepaid plan for text and calling without data. AT&T may not have the best prepaid plan but since the phone is unlocked you can get it anywhere.
Have you checked out TracFone? I bet you could set up a pay-as-you-go no-data plan on your current phone with them.
I have a flip phone through Verizon. It is just a phone, no camera, no texting, no apps. I can make calls on it and receive calls back. It allows for ICE designation for three emergency contacts but does not have any provision for personal information to be added that can lead to problems of identity theft if the phone is lost. Few would want to steal it. Cost per month is substantially less than that of a smart phone. Ability to be off the grid when I want to be is priceless.

Why do I need data plan on an unlocked smartphone? (AT&T) Is there a way to convince them to let me do this? Daughter would pref the non distraction of data. Don't want to buy a phone if I already have one.
Should I just get a go-phone?
