NJ Tax Penalty for No Health Insurance in 2020?

So ... I lacked health insurance for ONE month in 2020. I know that there's no penalty for lacking insurance for one month, but that you have to apply for an exemption number to file with your tax return. When I mentioned this to my accountant, she said a law was recently passed that there would be no penalty and therefore I do not need to apply for the exemption number. However, I did an exhaustive search and found no evidence of such a law for NJ.

Hard to believe that my CPA would get it wrong. Anyone know anything about this? CPAs out there? Thank you!!

Yeah, my CPA was wrong and she admitted it. Very disheartening. Hate having to do so much research when I am paying a professional.
