Leaf collection and street cleaning

I have a question regarding DPW leaf removal. I was under the impression that following collection there would be street sweep or cleaning. Wednesday they came and our street is covered with leaves and despite calls by several neighbors there has been no sweep/cleaning.  Is this an inappropriate expectation?  I feel this has been standard practice in the past. Has anyone else noticed this trend?

Typically the streets are only swept after the last scheduled collection.

It is December and many of the trees in my neighborhood still have not dropped their leaves yet.  DPW has assured me that  leaf collection will be extended this year so that all the leaves can be collected once they have fallen.

At the pace my oak is dropping its leaves the year the final leaf won't fall until sometime in January.  It is generally done in mid December a week or so after the last scheduled pickup...and the DPW usually manages to keep picking up in sync with that tree.

As long as there is no snow predicted they should be able to extend the collection.

Did something happen to the oak trees this year?  Their leaves seem to have died on the trees as opposed to turning color and dropping.
