I think this vintage ice cream truck, complete with a smiling, uniformed server, is the best idea I've seen in a long time. I bet if his truck has music, it's in tune!

you can hire Mister-Softee for a party. Go to their website and there's an online form. Was at a wedding once where they had one come. it was great. http://www.mistersoftee.com/we-do-parties
I did look into logistics for hiring a food truck of some sort for a party we were having (30-40 people) and for most trucks they generally wanted it to be > 50 people. And they were usually booked up (booked could mean going to some festival somewhere). And they were expensive and sometimes needed pretty significant travel fees (just because the food truck is sometimes in the area for various things, it doesn't mean they'll come for free).
Hope you can find something, just wanted to give you a heads up on some of the things to look out for. From my looking I decided that it's a cool idea, but most local parties probably aren't really at a scale to warrant it.
I have a Facebook friend in West Orange that hires the local ice cream truck for the reception after his annual piano recitals. He just flagged down the truck this year and made a deal. Couple hundred dollars to offer his guests all they could eat. It might have been an independant owner/operator who just agrees to come at a certain time.

Does anyone know of a Mister Softee-type truck that you can hire to show up at a party? Not interested in just the Good Humor man. Thanks in advance!
